Buffalo City Metropolitan Development Agency commissioned Ampersand Studio to support its placemaking agenda through the development of a public art policy, public art strategy, and an accompanying implementation framework.

The programme formed part of the broader tourism development strategy of Buffalo City Metropolitan Municipality, with a focus on placemaking rooted in heritage. The initiative aimed to enhance the everyday experience of residents, create new attractions for visitors, and stimulate developmental nodes that enable low-barrier job opportunities.

Ampersand Studio led strategy, storytelling, and content development, informing route and product development. This culminated in a cohesive visual identity system designed for flexible application across multiple branding and public-facing contexts.
