Based in the Nelson Mandela Metro, the Mandela Bay Development Agency (MBDA) is tasked with pioneering and implement people-centred catalytic programmes, creating spaces and places that inspire and transform Nelson Mandela Bay and develop and promote a creative culture in the City.

The South African government has established a long-term strategy which is envisioned to capacitate local government to be more productive through a process called performance management. This plan seeks to establish a development, and people-centred, approach to the running of local government. This system is traditionally a very manual process, often paper-based and time consuming.

A project in partnership with Vargafon, Ampersand designed, developed and implemented a customised and integrated digital performance management system compliant with all South African National Treasury regulations. This system successfully reduced the completion time of performance reviews from 16 hours to 30 minutes. Ampersand was also responsible for the designed of all software UX & UI and the development of self-help materials and other learning resources. This solution was rolled out through a phased facilitated training process, ensuring maximum organizational onboarding.
